Mr. Smith is currently one of three senior civilian Board Members conducting personnel security appeals for the entire Air Force, Air National Guard and Air Force Reserves. The Board implements federal adjudicative guidelines in conjunction with Presidential Executive Order 12968 as well as various DOD and Air Force Instructions rendering decisions on each case presented before them.  Prior to assuming his duties at the Personnel Security Appeal Board, Mr. Smith spent 15 months as a Board Member on the DoD Physical Disability Board of Review; a Joint Board charged with re-looking all services Physical Evaluation Board results since 9/11.

Mr. Smith in 2007 completed a distinguished military career with 23 years’ experience as an active duty Air Force Officer in which he commanded at both the squadron and group levels.  As the 620th Expeditionary Air Base Group Commander in 2002, he commanded all Air Force forces in Kosovo and Macedonia (KFOR).  In addition, Vince commanded the 55th Mission Support Squadron at Offutt Air Force Base in Nebraska from 2001-2003.

Mr. Smith also has extensive background and experience in the legislative arena.  Spending over four years in Air Force Legislative Liaison, he has extensive Capitol Hill and congressional inquiry experience.  Vince spent over two years as the Deputy Chief of the Air Force Senate Liaison Office on the Hill from 2005-2007.  Before that, he was the Operations Chief for the Air Force Inquiries Office, where he signed virtually every response to members of the Senate and House of Representatives, from 2003-2005, on behalf of the Air Force.

Mr. Smith spent nine years with the B-2 Advanced Technology Bomber program from 1987-1996 in various capacities from aircrew training development to Aircrew and Maintenance Training Systems Operational Test Director.  As Test Director, Vince built and implemented all operational testing on the then, $1.7 Billion training system, using an initial cadre of aircrew and maintenance members.  His extended role culminated as he went operational with the jet, as the 509th Operations Group Executive Officer from 1994-1996.  During this time, in addition to daily mission requirements, Vince was the point man for all visits to see the Air Force’s newest Bomber from the Secretary of Defense, members of congress, the national media as well as local and state leaders in Missouri.

Mr. Smith serves on the Board of Directors of East Carolina University, as a member of the East Carolina University Honors College Advancement Council and as a member of the College of Health and Human Performance Advancement Council at East Carolina University.  He previously served as the DC Metro Pirate Club Chapter President for a number of years.
